MINUTES OF PROCEEDINGS AT MONTHLY MEETING OF THE COBH TOWN COUNCIL, HELD AT CARRIG HOUSE, COBH, ON TUESDAY 14th APRIL, 2009

The meeting commenced with the recitation of the Lord’s Prayer.


1. CONFIRMATION OF MINUTES

On the proposal of Cllr Whitty seconded by Cllr Keating the minutes of the following meetings were adopted.

Monthly Council meeting – 9th March 2009.

Meeting In-committee – 9th March 2009


MATTERS ARISING


ST COLMAN’S CATHEDRAL – Cllr O’Connor asked the Town clerk to ascertain when the netting that is covering part of the Cathedral under renovation will be coming down.

LOWER HARBOUR SEWERAGE SCHEME – In response to a query from Cllr McCarthy concerning the commencement date the Town Clerk stated that the original timescale still remained. Cllr Whitty proposed writing to Cork County Council on this matter which was seconded by Cllr McCarthy.

SLIPWAY MAINTENANCE –The Town Engineer advised that no information had been received to date from the Port of Cork and no work had been done on the slipways.

PARKING AT RUSSELL HEIGHTS – Cllr McCarthy stated that he was satisfied with the progress being made.

COMMUNITY EMPLOYMENT SCHEME – The Town Clerk has written to FAS looking to increase the numbers working in the Old Town Cemetery.

CROSS RIVER FERRY - Ongoing.

PEDESTRIAN CROSSING AT NEWTOWN ROAD – In a reply to Cllr McCarthy the Town Engineer stated that he was examining the matter.

CORRESPONENCE; Cobh Tourism Plan’s for Busking Festival – in response to a question from Cllr Crowley the Town Clerk stated that there was no legal impediment to the festival taking place. The organisation involved must have a Health & Safety Plan and indemnity the Council.

LITTER FINES FOR DOG FOULING – The Town Clerk stated that Mary Stack from Cork County Council’s vet’s department and a litter warden would hold information meetings at the Five Foot way on the issue.


2. VOTES OF CONDOLENCE
The Sympathy of the Council was extended to all those who had died since the previous meeting of the Council.


3. MANAGERS ORDERS
Cllrs noted Managers Orders copies of which had been circulated.

5. OFFICERS REPORTS

i. Tree felling at Whitepoint. The Town Clerk gave a report referring to possession of title. It was agreed that the Town Engineer would visit the site to determine if any public land was being taken over.
ii. Proposed Community & Enterprise centre - The Town Clerk revealed plans for the centre which were the subject of an Enterprise Ireland grant. Cllr Whitty asked the Town Clerk if he would consider allocating a section of the Council lands at Ballynoe towards garden allotments.
iii. Road Fund Grant 2009 – list of projects were circulated to members. The Town Engineer informed members that the Special Block Grant was cut by €110,000 to €69,000.
iv. Carrignafoy Leisure – the Town Manager gave an update on the status of the Leisure Centre. The Manager stated four expressions of interest had been received to date. In response to a question regarding the gym equipment she stated that it was owned by Aura but that all options were being examined. Cllr Crowley stated that more info was being required from the candidates. Cllr McCarthy questioned the role of consultants in light of current developments. In response the Town Clerk stated that Aura were the biggest company and also considered the best at the time. Cllr Whitty stated that no report had been given to the board of management and there should have been a built in reporting system which did not exist in the contract. In response to a question relating to monies owed by Aura the Town Clerk stated the money was being pursued. The Town clerk also stated that information in relation to Aura’s income was sought as required under contract. Aura it was stated agreed to provide this but no detailed figures were given. The Town Clerk also read a letter out to members from a group representing Aura members which invited the Council to a meeting. It was agreed that a statement by the Manager would be given to the press and all members.


6. COMMITTEE REPORTS:
a) Cllr Mulvihill outlined a number of upcoming meetings and events
1. Presentation of Community Awards – May 1st
2. Cobh Youth Council; Event for families of Council members – Friday April 24th.
3. Civic Reception for Mayor of Springfield – 15th May.
4. Proposed Plaque Commemoration for 150 years of Cobh.

b) Litter Management Plan – Clean up of roads and residential areas. The Town Clerk stated that the decision regarding the clean up areas would be made by the Town Foreman together with the Tidy Towns Committee. A letter would also be sent to the residents associations regarding the clean-ups.
c) Youth Mayor – The Mayor Cllr John Mulvihill stated that a chain was being made for the Youth Mayor.
d) Titanic committee - The Mayor thanked those on the committee for their involvement.
Cllr Whitty also thanked the Council for the reception recently offered to Enda Kenny.

Proposed by Cllr Whitty and seconded by Cllr Mulvihill.


7. To consider the following ‘Notice of Motion’ in the name of Cllr Paddy Whitty
“That Cobh Town Council fully endorses the application currently before the Minister for the Environment, Heritage & Local Government to have Cork City & Harbour put forward for consideration as a UNESCO World Heritage site”.
This was seconded by Cllr Histon.
Cllr Whitty stated that UCC and the Haulbowline Coastal Marine Resources Centre were interested in making Cobh Harbour a World Heritage Site which would include Spike Island and that support was needed for these efforts.



8. ANY OTHER BUSINESS

Cllr O’Connor
i. Anchorage fencing for the Leisure centre – The Town Engineer advised that this was listed for work.
ii. Message of Congratulations for Declan Kidney on winning the Grand Slam with Ireland.
iii. Edmund Rice Crescent; Draughty windows in house.
iv. Request for ‘Wiser’ to collect bins in the morning.

Cllr McCarthy - Ard Aoibhinn; draughty windows in house – the Town Clerk asked the Councillor to give him the exact address.

Cllr Histon
i. Gullies in Midleton Street need cleaning.
ii. Graffiti on steps on Old Street near the Cathedral.
iii. Laneway at Bishop Street; bins not being removed from parking spaces. Cllr Histon stated that nearby pubs were leaving their bins on the street constantly.




Cllr Mulvihill
i. Railings at Cathedral in dangerous state.
ii. Wiser litter bags not collected; follow up fines needed.
iii. Request for a Zebra crossing at Hill house

Cllr Whitty – Request for a public showing of report by Scott Tallon Walker by Town Architect.
