An apology for their inability to attend was received from Cllrs. N. Doyle, D. Crowley and S. O’Connor.
1. Draft Cobh Urban Design Feasibility Study
Cllr. Mulvihill welcomed the representatives from Scott Tallon Walker to the meeting and invited them to present the Draft Study to the members.
Mr. Flannery outlined the scope of the Draft Study. He stated that he hoped that the study would be economically, environmentally and socially sustainable. The study envisages Cobh as a string of pearls from Rushbrooke, through Whitepoint and the Town Centre to Cove Fort. The study sets out a number of short-term, medium-term and long-term objectives for these areas as well as setting out proposals to improve public realm access along the front of the town.
Mr. Flannery outlined a number of the proposals in the study. These included: 1. Improvements in the streetscape in the town centre through traffic calming, wider streets, street furniture 2. Infill at rear of West Beach for use as multi-storey carpark 3. Mixed development at the Dockyards site – business park, park & ride facilities, marina, maritime industry museum, hotel and residential 4. Family use at Whitepoint – sailing club, marina, bathing area, public park, beach. 5. Facility to allow passengers to join cruises at the Deep Water Quay 6. Marina at Connolly Street 7. Open air amphitheatre at Cove Fort / Bishop Roche Park
The report looked at 3 milestones – the centenary of the Titanic, the Lower Harbour Sewerage Scheme and the centenary of the sinking of Lusitania
Mr. Ng stated that there were 2 technical documents attached to the main report. These consisted of an assessment of the 3 potential marina locations and an assessment of traffic issues. He stated that the traffic report included recommendations for the extension of the existing pay parking scheme.
The Town Manager stated that the recommended changes to the pay parking system would be required to raise finance to pay for the proposals outlined in the study.
Mr. Ng stated that when the Lower Harbour Sewerage Scheme works commenced, it would give rise to disruption in the town centre, including major restrictions for on-street parking. It would be necessary to provide alternative parking arrangements prior to this project commencing.
Cllr. Whitty stated that it would be important that the owners of the various private properties identified in the report were given an opportunity to comment. These properties included the Dockyard, the Heritage Centre and the Railway Station.
Cllr. Meade asked if the issue of traffic management issues in relation to the Connolly Street marina location had been considered. Mr. Ng stated that all 3 locations had been examined and that the report found that all 3 locations were technically feasible. Each location had different advantages and disadvantages.
Cllr. Histon raised the issues of the chimney stack on Sirius Wharf and the suggestion to displace the trawlers in Kennedy Pier and stated that these proposals would give rise to major local objections.
Cllr. Mulvihill asked if the report included any reference to the retail mix in the town – both existing and desired. Mr. Ng stated that the economic consultants involved in the project had addressed this issue in the report and that they had concluded that the town could support additional niche retail such as high quality boutiques and speciality foods. The report also examined the potential of additional boutique hotels in the town centre.
It was agreed to hold a second committee meeting on Thursday 26th February at 5.30 p.m. to allow final consideration of the draft report.
