1. CONFIRMATION OF MINUTES
On the proposal of Cllr Whitty seconded by Cllr Keating the minutes of the following meetings were adopted.
Monthly Council meeting – 12th January 2008. Meeting in committee – 19th January
MATTERS ARISING
DELEGATION FROM FRIENDS OF COBH HOSPITAL – Cllr Mulvihill stated that efforts were being made to mark the 100 years of the Bon Secours Order
ST COLMAN’S CATHEDRAL – The Town Clerk stated that a submission had been received by Cobh Town Council and was being considered by the Town Architect.
DERELICT SITES; 1 & 2 CASEMENT SQUARE –The Town Clerk stated in a response to Cllr Whitty that the owner of the site was still being pursued for the Derelict Sites Levy.
LOCAL BUS SERVICE – In response to a query from Cllr Histon, Cllr Mulvihill stated that was ongoing with the Department of Transport. Cllr Mulvihill stated that the license received had not been regarded as feasible to the applicant and was seeking to expand it.
SLIPWAY MAINTENANCE – The Manager stated that she had raised this matter in a meeting with the Port of Cork who estimated that it would cost approximately €48,000 to maintain each slipway. The Manager stated that the commercial operations Manager would meet with the Town Engineer to discuss. Cllr McCarthy stated that the condition of Kennedy Pier was also a health hazard owing to sewerage discharge. The Town Engineer stated that he would look into a solution to the problem. The Manager stated that she would seek a report into Department funding for sewerage treatment pending an EU Directive on this matter.
PARKING AT RUSSELL HEIGHTS – The Town Engineer stated that work would begin in the next couple of weeks.
PAY PARKING MACHINES – The Town Engineer stated that he had received an offer of a free trial of parking machines from another company and these would be installed in the coming weeks.
CORRESPONDENCE – Casual Trading Licence – The Town Clerk stated that a casual trading licence would require a change in the bye-laws and it was therefore referred to Íarnród Éireann. Cllr Crowley stated that he would like to see more traders take up spaces in this location and asked what was needed in this regard. The Town Clerk stated that a public consultation process needed to be gone through. Cllr Whitty queried whether a meeting had taken place with Andrew Roche of Íarnród Éireann. The Town Clerk agreed to follow this up.
2. VOTES OF CONDOLENCE The Sympathy of the Council was extended to all those who had died since the previous meeting of the Council.
3. MANAGERS ORDERS Cllrs noted Managers Orders copies of which had been circulated
4. CORRESPONDENCE – a) Minister for Enterprise, Trade & Employment - CE schemes; Cllr Mulvihill stated that the schemes have made a huge difference to the town in the past and the Council should lobby to get them expanded. Cllr Crowley pointed out the useful nature of the work and that money had not been saved by the axing of the schemes. Cllr Doyle stated that an audit should be carried out on the needs of the town which Cllr McCarthy concurred with. The Town Clerk stated that specific projects needed to be identified and submitted to FÁS. Cllr Whitty stated that no audit was needed as Old Church Cemetery needed a CE scheme in its own right. Cllr Mulvihill stated that it would be better to apply for one big CE scheme and it was agreed that the Town Clerk would have an audit carried out and then make an application to FÁS. b) Notice of Motion; Mullingar Town Council – marked as read. c) Notice of Motion; Macroom Town Council – Councillors agreed on the proposal of Cllr Whitty and seconded by Cllr Doyle to support strongly the motion. d) Notice of Motion; Ballina Town Council – marked as read. e) Listowel Conference 2009 – marked as read. f) Third Sector Forum – marked as read. g) International Local Government convention 2009 – marked as read. h) Colmcille Heritage Trust – marked as read. i) Rushbrooke Rowing club – to be considered at funding meeting. j) Friends of Cobh Hospital – Cllrs agreed that funding was solely a matter for each individual councillor. k) A Journey of Remembering – marked as read. l) Cobh Tidy Towns – Cllr Mulvihill stated that the Cobh Tidy Towns Committee received €5,000 from Cobh Town Council last year. Cllr Whitty commended the work of the Tidy Towns Committee while Cllr Doyle referred to Tallaght and the improvements made through enforcement of the litter laws. Cllr Doyle stated that litter fines in Cobh were non-existent and that a strong message was not being sent out. Cllr McCarthy stated that the lack of action on the part of the Council was an insult to the work of the Tidy Towns Volunteers. Cllr Histon stated the Traffic warden needs to have the title ‘Litter Warden’ on his coat. Cllr Crowley stated that Clonakilty Town Council had also made enforcing the litter laws the first point of action and that existing staff should have litter warden duties as in Midleton. Cllr McCarthy stated that greater visibility of Litter wardens was needed. In response the Town Clerk stated that 3 members of staff had litter warden duties but they had other duties also. In response to a query from Cllr Whitty the Town Clerk stated that litter warden duties could not be enforced on other members of staff. The Town Clerk agreed to ask staff members if they wished to take on the duties of litter warden.
5. OFFICERS REPORTS
LANDSLIDES –The Town Clerk stated that a meeting had taken place today with consultants. Investigations were being done at present together with bore holing. A Full report was due in March/April. Cllr O’Connor stated that landslide problems had been ongoing at an address at 12 Connolly Street since 2000 and stated that consultants in one case had advised one householder that there was no immediate danger despite clear evidence of a landslide having taken place. Cllr Whitty advised the Town Clerk of problems at the rear of Belleview School. The Town Clerk stated that he was not aware of people being advised in such a manner particularly as the report was incomplete and inspections were ongoing. He stated that consultants have been advised that if they have immediate concerns they can be made known to the Department. Otherwise the survey has to be completed fully before the DOE would consider an application for further funding. Cllr McCarthy stated that a landslide at one location had been brought to the attention of the council in 1978. Cllr Whitty stated that the Councillors had been assured of a process but was now concerned at reports of consultant’s actions. Cllr Crowley stated that an updated situation report should be sought from the contractors which the Manager agreed to arrange for. The Town Clerk stated that he and the Town Engineer had issued safety notices on 10 properties on foot of a Managers Order. Cumnor Construction had begun removing rubble from 23/24 Wolfe Tone Street and then report further on what needed to be done to make the sites safe. Cllr Mulvihill complimented Council staff who had to visit the site of a landslide at 12.15 am. Cllr McCarthy also complimented staff but queried the use of heavy machinery. The Town Clerk stated that Cumnor Construction were experienced in matter of landslides in Cobh.
6. COMMITTEE REPORTS –
a) Youth Council – Cllr Mulvihill stated that a Junior Mayor had been elected in Coláiste Muire in order to engage with the Council. b) Radon Meetings – Cllr Mulvihill stated that the meeting had been useful despite the poor turnout but further meetings would be organised. c) Passage West Joint Council meeting – Cllr Whitty stated that a meeting took place on the 22 January to discuss Haulbowline, Water taxis and the Indaver application. d) Cobh Leisure – Cllr Keating reported on the ongoing discussions between Aura and Carrignafoy Leisure.
7. ANY OTHER BUSINESS - a) Pedestrian crossing at Newtown Road – Cllr McCarthy asked the Town Engineer to examine. b) Proposed Community & Enterprise Centre at Ballynoe – On the Proposal of Cllr Whitty seconded by Cllr Histon it was agreed in principle to provide 1 acre of land at Ballynoe for use as a community enterprise centre. It was also agreed that the Council management would progress this matter with a view to having the issue of disposing of the site to a properly constituted management company placed on the agenda of a future meeting.
