MINUTES OF PROCEEDINGS AT MONTHLY MEETING OF THE COBH TOWN COUNCIL, HELD AT CARRIG HOUSE, COBH, ON MONDAY 10th NOVEMBER, 2008

The meeting commenced with the recitation of the Lord’s Prayer.

1. CONFIRMATION OF MINUTES

On the proposal of Cllr Crowley seconded by Cllr Whitty the minutes of the following meetings were adopted.

Monthly Council meeting – 13th October 2008


MATTERS ARISING

LANDSLIDE STUDY – the Town Clerk stated that there had been a meeting that day and a preliminary report on the visual inspections carried out would be ready by the end of the week and affected residents would then be written to. In response to a query from Cllr O’Connor who asked if the Council would be in a position to re-house those affected the Town Clerk stated that this was not an issue at present.

ST COLMAN’S CATHEDRAL – In response to a query from Cllr O’Connor the Town Clerk stated that the Town Architect would be provided with full drawings and documentation before works would begin.

DERELICT SITES; 1 & 2 CASEMENT SQUARE –In response to a query from Cllr Crowley regarding the planning application the Town Clerk stated that the second application referred to was an application for a declaration of exempted development for conservation works. In response to a query from Cllr McCarthy the Town manager agreed to inform the Council on whether or not negotiations were on going with solicitors.

WHITEPOINT PLANNING – Cllr Crowley stated that the planning in this case was not being dealt with properly as regards non-compliance and that the issue must be resolved. The manager stated that information that she received on this matter had been passed to the Town Clerk. Cllr Mulvihill asked that action be taken before the next meeting.

INDUSTRIAL LANDS AT BALLYNOE – The Town Clerk stated that the councillors’ comments at the previous meeting had been passed to Cork County Council.

CONDITION OF TOILET BLOCK –The Town Engineer stated that Airwick sprays were being installed that week.

CARRIGNAFOY LEISURE LTD – The Town Clerk stated that a meeting with the management of Aura leisure was being sought.

COLLEGE MANOR – The Mayor Cllr Mulvihill stated that he had raised the issue at the Midleton Area Committee with the Cork County Council Engineer who stated that the onus is on the developer to request that the site be taken in charge.

SALE OF SITE AT BISHOP ROCHE PARK – the Town Clerk stated that the Town Architect would speak with Scott Tallon Walker Architects in relation to the development of the site.

LOCAL BUS SERVICE – Cllr Mulvihill stated that negotiations were ongoing.

IRISH STEEL – Cllr Mulvihill stated that the report was completed and being peer reviewed.

YOUTH COUNCIL – Cllr Mulvihill stated that a meeting had been held in Coláiste Mhuire.

RADIOLOGICAL PROTECTION INSTITUTE OF IRELAND – Cllr Mulvihill expressed his disappointment that Cobh had not been mentioned during Radon week.

SEACAT FERRIES – Cllr Whitty stated that the objection to the planning application had been withdrawn after he had facilitated a meeting between the objector and Seacat Ferries.



2. VOTES OF CONDOLENCE

The Sympathy of the Council was extended to all those who had died since the previous meeting of the Council.

Sympathy was expressed to the family of the Mayor of Ballyshannon Town Council.


3. MANAGERS ORDERS
Cllrs noted Managers Orders copies of which had been circulated.

4. CORRESPONDENCE –

a) See you in Cobh Committee – Christmas in Cobh events – marked as read.
b) Cobh Tourism – Tourism Grant – On the proposal of Cllr Doyle and seconded by Cllr Whitty it was agreed to allocate the same funding as last year.
c) Cobh & Harbour Chamber re ‘Face of Business Competition’- marked as read.
d) Cobh-Ploermel Twinning Association request for funding – On the proposal of Cllr Whitty and seconded by Cllr Doyle it was agreed to allocate the same funding as last year. In addition it was agreed to consider the issue of funding for 2009 as part of the Budget process.
e) LAMA re Annual Winter Seminar – marked as read.
f) Rushbrooke Rowing Club re IBAL report – Cllr Doyle complimented the club for their letter and stated that the IBAL report should be challenged as a lot of effort has gone into improving the town. Cllr Crowley said he concurred with Cllr Doyle and stated that IBAL had gone beyond their remit in including approach roads and schools. Cllr McCarthy stated that people in Cobh were not happy with the IBAL report but also stated that the Council should acknowledge the littering problem that existed and deal with it through fining those responsible. Cllr Histon stated that it was taking 3-4 days for to check rubbish bags. Cllr Whitty stated that there was a problem with weeds and overhanging bushes on some roads. Cllr Doyle asked how the study was carried out and whether its remit included surveying the whole Great Island. Cllr Crowley called for CE schemes to be re-introduced.
g) AMAI – Annual Estimates and subscription rates – marked as read.
h) Minister John Gormley – acknowledgement of letter re Draft Rates Scheme 2008 – marked as read.
i) Notice of Motion from Clones Town Council – marked as read.
j) Colm Burke MEP- invitation to EU Cross Border Healthcare conference – marked as read.

5. OFFICERS REPORTS
i. Budget Meeting – The Town Clerk stated that the period for adopting the budget would be from November 15th to January 15th 2009. It was agreed that the statutory budget meeting would be held on 15 December with two committee meetings in advance.
ii. Slipway maintenance – The Town Clerk stated that he and the Town Engineer had met with the deputy Harbour Master regarding cambers and slipway maintenance and stated that there was a proposal to draw up an agreement to maintain them. Cllr McCarthy stated that the Harbour Board used to have an employee in Cobh and that this should be pointed out at a future meeting. Cllr Mulvihill stated that it was also regrettable that the Council no longer had a member on the port of Cork.
iii. Rent scheme review – the Town Clerk stated that letters had been sent to tenants informing them that the present review was cancelled pending another review. Members were told that new proposals would be prepared for the budget.
iv. Double Yellow Lines proposal – the Town Engineer stated that it was proposed to place them east of College Manor entrance to the west of St Joseph’s school.

7. DISPOSAL OF PROPERTY
i. To consider the disposal of the freehold of 1, Glenanaar Place, Cobh, pursuant to Section 90 of the Housing Act, 1966 and Section 26 of the Landlord and Tenant (Ground Rents)(No. 2) Act, 1978
This was proposed by Cllr Whitty and seconded by Cllr Doyle.

ii. To consider the disposal of Nos. 38, 39, 40, 41, 42 & 43, Marinegate, East Hill, Cobh, pursuant to Section 183 of the Local Government Act, 2001.
This was proposed by Cllr Crowley and seconded by Cllr O’Connor.
In response to a query from Cllr Crowley the Town Clerk stated that there were other suitable candidates for these houses should there be refusals.

8. CHRISTMAS 2008 CHRISTMAS TREE LIGHTING & SCHEDULE OF EVENTS.
It was agreed to have the tree lighting at 6pm on the 6th December. On the proposal of Cllr Mulvihill and seconded by Cllr Doyle it was agreed to provide the same funding as last year.
Cllr McCarthy stated that he wished to invite the Councillors on behalf of ‘Break the Silence’ to an ‘Evening of Remembrance’ on Saturday 20th December at 5pm.


9. ANY OTHER BUSINESS -
a) Cllr Keating made an appeal on behalf of a pensioner who had been provided with oil heaters but who now required a central heating grant. The Town Clerk agreed to follow this up.
b) Cllr Keating also asked the Town Clerk to examine a recently surrendered house where rubbish left in the backyard was causing a rat infestation in the area.
c) Cllr McCarthy asked the Town Clerk to examine a problem with flues in Ard Aoibhinn.
d) Cllr O’Connor - cross-river ferry services for OAP’s- proposed writing to the owners of the ferry service on OAP’s with a proposal to allow walk-on OAP’s use the cross-river ferry services for free. This was seconded by Cllr Crowley.
e) Lands at Ballynoe – Cllr Mulvihill requested that these lands be secured.
f) Friends of Cobh Hospital – On proposal of Cllr Whitty and seconded by Cllr Crowley it was agreed to write to them and ask to attend a future meeting of the Council. Cllr Crowley also stated that a member of staff should be asked to attend the meeting.
g) Christmas Dinner – The Mayor Cllr John Mulvihill announced that the Christmas dinner for members would take place on the 19th December.
