MINUTES OF PROCEEDINGS AT MONTHLY MEETING OF THE COBH TOWN COUNCIL, HELD AT CARRIG HOUSE, COBH, ON MONDAY 21st July 2008


Presiding - Cllr. J. Mulvihill, Mayor.

Present - Cllrs. N. Doyle, S. Meade, P. Histon, D. Crowley, S. O’Connor and P. Whitty.

The meeting commenced with the recitation of the Lord’s Prayer.

The new Town Engineer Robert O’Sullivan was welcomed to the Council by the outgoing Engineer Ger O’Hora who thanked the members for their courtesy over his five years as Town Engineer. The Councillors wished the outgoing Engineer well and thanked him for his efforts throughout his time in Cobh and in turn welcomed Robert into his new position.
The Town Clerk and Town Manager stated that they wished to be associated with the good wishes of the members.


Cllr. John Mulvihill proposed a suspension of Standing Orders in order to read out a letter received from Minister John Gormley’s office re the former Irish Steel plant at Haulbowline. This was seconded by Cllr Meade.

The Town Clerk read out the letter which invited representatives of political parties to a briefing by consultants, responsible for cleaning up the site in Dublin Wednesday 23rd July. Cllr. Crowley stated that he was not interested in a meeting with consultants and would prefer to meet the Minister instead. Cllr O’Connor stated that he was disappointed with the attitude of the minister and would prefer to see a complete report.
Cllr. Whitty stated that he had met with local activists who had met the Minister and the Council should be represented. Cllr Doyle stated that the Council should take the opportunity to attend the briefing. Cllr Meade felt that action was necessary and any opportunity to make their views known was important. Cllr Crowley stated however that the Minister was not willing to meet the members until September 12th and this showed his lack of urgency on the issue. Cllr Mulvihill expressed his disappointment that the meeting was with the consultants only. Cllr O’Connor again expressed his disillusionment with the Minister over his attitude to Public representatives.
It was agreed that Cllrs. Doyle, Meade, Whitty and Histon would be able to attend and either the Town Clerk or Town Manager.



1. CONFIRMATION OF MINUTES

The Town Manager stated that she wished the minutes to record that she was absent from one meeting of the Council as she was meeting the DOE regarding housing allocations.

In relation to committee meeting of 2nd July Mayor Mulvihill stated that according to Section 50 of Standing Orders all meetings were to be held in public unless decided by resolution of the council. He stated that the main matter arising was their concerns regarding Haulbowline. Cllr Whitty stated that the private group who met the Minister got a commitment that any report will be made available to consultants appointed by that group.

On the proposal of Cllr Meade seconded by Cllr Doyle the minutes of the following meetings as amended above were adopted.

MATTERS ARISING


MR. MICHAEL LAVELLE – LANDSLIDE STUDY – The Town Clerk advised the members that a meeting was being held tomorrow. In relation to the West View project he also advised the members that a letter was being issued to interested companies.

DERELICT SITES -1, 2 CASEMENT SQUARE - The Town Manager stated that a planning application was due to be lodged this week. Cllr. Crowley asked if legal action would still be taking place with regard to the sites and would the money owed to the Council be collected as budgeted for. The Town Manager stated that she had arranged for a meeting with the Conservation officer and Fire safety officers and that commitment to proceed with a planning application had now been given to the Manager. Cllrs Meade and Whitty queried whether the length of a planning application could be shortened. The Town Clerk advised the members that the length of a grant of planning permission could only be shortened in very specific circumstances and not in this case.

ST COLMAN’S CATHEDRAL – Town Clerk met with Architect and informed him that Cobh Town Council would have to be notified of any works beforehand.

PROVISION OF PLANTS IN TOWN CENTRE – all members thanked the Manager for her efforts in this regard. Cllr Crowley also complemented the outdoor staff in this regard.

MOUNT CROZIER TENNIS CLUB – Mayor stated that the Trustees will attend the next meeting.

MULTI USE GAMES AREA – Cllr Whitty stated that an application had been submitted to Cork County Council.

AFFORDABLE HOUSING IN MARINEGATE – Town Clerk stated that he hoped to have a progress report at the next meeting.

STEPS ADJACENT TO COUNCIL WORKSHOP – The Town Clerk stated that there was no response from Íarnród Éireann.

GATES IN ARCHWAYS BETWEEN SQUARES – Town Engineer to follow up

VACANT HOUSES - Cllr O’Connor complained of delays in repairing 85 Belmont Place – the Town Clerk stated that guidelines for the repair of houses had tightened up considerably.

Other matters raised were dealt with as appropriate

2. VOTES OF CONDOLENCE

The Sympathy of the Council was extended to all those who had died since the previous meeting of the Council.

The votes were passed in silence all standing.

3. CORRESPONDENCE –

a. Letter received from Minister John Gormley’s office re the former Irish Steel plant at Haulbowline and meeting with consultants –agreed to send delegation.
b. Letter from a resident regarding residents permits – Town Clerk to reply.
c. Letter from Lebanese Cultural foundation. Members were not in favour of erecting a plaque. It was agreed to ask Cobh Tourism to invite the group to the commemoration.
d. St. Colman’s Pipe band – marked as read
e. Acknowledgement from family of late James Beecher, R.I.P for expression of sympathy – marked as read.

4. MANAGERS ORDERS
Cllrs noted Managers Orders copies of which had been circulated.

There was a brief discussion in connection with the Master plan – Town Clerk stated that the process was challenged by an unsuccessful tender and the process has been delayed.


5. OFFICERS REPORTS – NONE

6. COMMITTEE REPORTS –
a. Liverpool trip – visit with Liverpool /Belfast/Southampton City Councils to further Titanic links. Met Managers and Officials to progress issue. Cllr Crowley stated that Cobh had a lot to benefit compared to other cities. It was agreed to advertise Cobh’s role in this area and invite submissions in relation to the Titanic and report back at the next meeting. Cllr Doyle stated that planning for the 100th Anniversary needs to begin and a committee needs to be formed in order to write to interested parties.
b. ‘First Steps’ programme - awards night attended by Mayor Mulvihill
c. Carnival weekend - much work done by Cllr Whitty when he was Mayor. Event was successful despite weather.
d. Spike Commemoration – organised by ONE and was very successful.


7. DISPOSAL OF FREEHOLD –
The disposal of the Freehold of 55 Belmont Place and 41 Phillip O’Neill Place, Cobh pursuant to Section 90 of the Housing Act 1966 and Section 66 of the Landlord and Tenant (Ground rents) (No.2) Act 1978 it was approved by Cllr Meade seconded by Cllr Crowley.

8. ANY OTHER BUSINESS –

a) Condition of the toilet block – Town Engineer to examine.
b) Signs for Cork at junction at top of Spy Hill – Town Engineer to examine.
c) Signs for Aura leisure centre – Town Engineer to examine.
d) On the proposal of Cllr Doyle, seconded by Cllr. Meade, it was agreed to host a Civic reception at opening of E.F.S.A. European Boat Championships – it was agreed that the Town Clerk would liaise with Mary Geary who was one of the local organisers.
e) Need for Double Yellow Lines at the corner of Donelan Terracce and Barrymore Avenue - Town Engineer to examine
f) Future of Cobh Post Office re downgrading; to be put on agenda for September meeting. On the proposal of Cllr Mulvihill seconded by Cllr. Whitty it was agreed that the Town Clerk would write to look for a meeting with the Postmaster General.
