Committee Meeting 30 May 2008
MINUTES OF PROCEEDINGS OF COMMITTEE OF COBH TOWN COUNCIL, HELD AT CARRIG HOUSE, COBH, ON FRIDAY 30th MAY 2008.


Presiding - Cllr. P. Whitty

Present - Councillors S. Meade, P. Histon, K. McCarthy and S. O’Connor.

Mr. Conal Courtney, Senior Executive Engineer, Cork County Council.

An apology for their inability to attend was received from Cllrs. M. Keating, N. Doyle, D. Crowley and J. Mulvihill.

The meeting commenced with the recitation of the Lord’s Prayer.

1. Signing of Contract re Landslide Study

The Town Manager and the Mayor signed a contract between Cobh Town Council and Malachy Walsh & Partners in relation to the study into the Landslide issue in Cobh. Mr. Paul Collins signed the contract on behalf of Malachy Walsh & Partners. In reply to questions from members, Mr. Collins stated that it was expected that it would take a period of 12 months to complete the study and present the findings. Cllrs. O’Connor and Whitty asked that priority be given to Connolly Street due to the immediacy of the problem at that location. Mr. Courtney advised the members that it had been agreed that until such time as Malachy Walsh & Partners were more familiar with the issues in Cobh, the existing arrangement whereby JODA Engineering consultants provided reports in relation to any emergency situations would continue.

Mr. Collins and Mr. Courtney then withdrew from the meeting. The Town Manager gave her apologies as she had to attend another meeting in County Hall.

2. Allocation of Funding

On the proposal of Cllr. McCarthy, seconded by Cllr. Meade, it was agreed that an allocation of €400 would be given to each of the groups on the attached list. Cllr. Whitty stated that the Town Clerk had been approached by the Family Resource Centre and the No-Name Club in relation to 2 events which they were hoping to organise. The first event was due to take place on Saturday 21st June to mark World Refugee Day, while the second event would take place in September. On the proposal of Cllr. McCarthy, seconded by Cllr. Meade, it was agreed that a fund of €2,000 would be provided for these events. It was also agreed that the Town Council would work with the Family Resource Centre to organise the event on 21st June.

On the proposal of Cllr. O’Connor, seconded by Cllr. McCarthy, it was agreed that each of the Residents Associations on the attached list would receive and allocation of €300.00. It was also agreed that the members would consider any further applications which were received.

3. Date of Annual Meeting

On the proposal of Cllr. Whitty, seconded by Cllr. Meade it was agreed to hold the Annual Meeting of the Council on Monday 16th June, at 6.00 p.m.

4. Any Other Business

a. Cllr. Whitty referred to the fact that a long standing member of staff of Cobh Town Council had recently held the post of President of the IMPACT Trade Union. On the proposal of Cllr. Whitty, seconded by Cllr. Meade, it was agreed to accord a Civic Reception to Finbarr O’Driscoll on Friday 6th June, 2008 to honour this achievement.
b. The Town Clerk referred to the proposal to dispose of the shed at 3, Connolly Street. He stated that he had now received a letter from the auctioneer recommending the sale of the property. It was agreed to place the item formally on the agenda of the June meeting.
c. Cllr. Whitty and the Town Clerk updated the members in relation to the Heritage Centre. The Town Clerk stated that a draft proposal had been agreed some years previously that the Heritage Trust would surrender their lease on the Five foot Way carpark site in return for the Council surrendering their freehold interest in the Heritage Centre building. Cllr. Whitty stated that movement on this issue had been held up due to a delay in the Heritage Trust getting the consent of the Charity Commissioners to the proposed transfers, but that this permission had now been received. It was agreed that this matter would be discussed formally at a forthcoming meeting of the Council.

This concluded the business of the meeting.
