Monthly Meeting 14 May 2007

   MINUTES OF PROCEEDINGS AT MONTHLY MEETING OF THE COBH TOWN COUNCIL, HELD AT CARRIG HOUSE, COBH, ON MONDAY 14TH MAY 2007

The meeting commenced with the recitation of the Lord’s Prayer.

 

 

 

1.      CONFIRMATION OF MINUTES

 

The following minutes of Council meetings held having been circulated, were adopted as follows:

Matters arising from Minutes

 

 

Cobh Landslide Program

The Manager advised the members that Cork County Council had contacted a professional with regard to the preparation of a brief for a consultant.  She stated this professional was accessible to the Department of the Environment and that the Department had indicated willingness to talk the Department of Finance in relation to funding if there was substantial progress on the review of the landslide program.  Cllr Doyle advised the members that she had attended an Area Committee meeting of Cork County Council and that the members of the County Council present supported the case being made by the Town Council.  Cllr O’ Connor asked for a report in relation to the recent visit by the Department of the Environment Officials.  Manager stated that the officials could see the seriousness of the situation as they had been brought to a number of the more urgent sites.

 

Exit Sign at the Cathedral

The Town Engineer stated that this work had now been completed.

 

Fascias and Soffits at Sarsfield Hogan Place

The Town Engineer stated that prices had been received and were currently being examined by him.  Cllr Mulvihill asked for an update for handrails at this location.  The Town Engineer agreed to examine this matter further.

 

Parking at the junction of Thomas Kent Street and Bishops Street

The Town Engineer stated that the Council were trying to do work in this area but there was a problem with cars parked at the location.

 

Erection of a sign adjacent to the Sea Scout Shed

Town Clerk agreed to follow up this matter.

 

Tourism Issues

Town Clerk stated he had received the names of representatives from Midleton and Youghal Town Council on Tourist Bodies and that he would circulate this information to the 3 Representatives on Cobh Tourism.

 

Update on Derelict Sites

Town Clerk stated that he had received a number of report from the Town Engineer in relation to derelict sites and that he intended on following up on these reports.

 

Development Potential of Town Council own Land

Town Clerk stated that he had discussed this matter with the Town Architect and that he would follow up on this regard.

 

Opening of Cobh Leisure Centre

Cllr Crowley asked that representatives of the Local Schools would be invited to attend the opening.

 

Parking Bye-Laws

Town Clerk stated that the Council Solicitors were finalising draft bye-laws.  He stated that the draft bye-laws would include changes which the solicitors felt they were necessary from a legal point of view and that the bye-laws would be put on public display as soon as they were prepared.

 

Cobh Clean-Up

Cllr Doyle stated that she wished to complement the members of the Council and all other volunteers on the work they had carried out over the clean-up.  On the proposal of Cllr Doyle seconded by Cllr Whitty a vote of Thanks to Dr Mary Stack of Cork County Council and Birgit O’Driscoll of An Taisce was adopted. The Town Clerk advised the members that a total of 576 bags of rubbish had been collected on the clean up.  All of the Cllr’s thanked all of the Volunteers that were involved.

 

Proposed meeting with Management of Wiser Bins

It was agreed that the Town Clerk would follow up on the meeting request.

 

Update on Pump at New Town

Town Engineer stated that the pump was being stored by Cobh Town Council after it had been vandalised he said that the Council were trying to replace it at a secure location.

 

Traffic Calming Measures between the Water Tower and the main road at Cahill’s Shop

Town Engineer stated that the road was very narrow and he stated that he did not feel that traffic calming measures were needed however he agreed to examine the matter further.

 

Disabled parking space on Glavin Terrace

Town Engineer stated that this work had been completed. 

 

Pot Holes adjacent to the Grotto at the entrance to Bay View

Town Engineer stated this matter had been referred to Cork County Council.

 

Dumping of Domestic Rubbish in Litter Bin on Lake Road

Town Engineer stated that this matter had been dealt with.  Cllr Meade stated that the local residents had agreed that they were willing to look after this area if the Town Council agreed to cut back the overgrowth.

 

Children at Play Signs in Council Housing Estates

Town Engineer stated that they were awaiting delivery of signs for some estates and that they would look at the need for further signs. 

 

Traffic Calming Measures

Town Engineer stated that a document had been issued to members previously setting out the criteria for the installation of Traffic Calming Measures.  He stated that it had been agreed to install ramps at Eaton Heights and Russell Heights and that he was arranging to have this work carried out.

 

Double Yellow Lines at Beechmount

Town Engineer stated that this matter was listed for work.

 

Other matters arising at the minutes were dealt with as appropriate.

 

 

 

2.      VOTES OF CONDOLENCE

 

The sympathy of the Council was extended to the relatives of all of those who had died since the previous meeting of the Council. The votes were passed in silence all standing.

 

On the proposal of Cllr Doyle Seconded by Cllr Meade the condolences of the Council were extended to Mary O’Halloran on the recent death of her mother. The Town Clerk stated that he had wished to be associated with the vote of condolence on behalf of all of the staff of the Council.

 

 

3.      MANAGERS ORDERS

 

Cllr noted Manager’s orders copies of which had been circulated.

 

 

4.      CORRESPONDENCE

 

  1. Junior Chamber Ireland.  Letter from Junior Chamber Ireland thanking the members for there funding for the St Patrick’s Day Parade.

 

  1. Cobh Pirates.  Request for funding form Cobh Pirates it was agreed that the matter would be included with all other funding requests.

 

  1. Letter from the Department of Environment acknowledging receipt of a letter in relation to introduction of a sliding scale for rates.

 

  1. Letter from the Department of Environment acknowledging receipt of a draft scheme of letting priorities.

 

  1. Notice of Motion Portlaoise Town Council.  On the proposal by Cllr Crowley seconded by Cllr Whitty the motion “That this Council calls on the Minister for the Environment Heritage and Local Government to allow Town Councillors to vote in the Seanad elections” was adopted.

 

  1. Letter from number of business people in Cobh objecting to the proposed sale of the quay adjacent to the Town Hall.  Members of the Council noted the letter.  Cllr O Connor stated that he had been advised the business people in town had concerns that the potential sale would prevent development of a new road needed in future along the front of the Town. The Manager stated that the auctioneers were in negotiations with a number of interested parties.  It was agreed to proceed with the sale of the site as previously agreed by the Council.

  

5.                  OFFICER’S  REPORTS

 

 1)    Proposed boundary extension

 

The Town Clerk circulated a draft proposal on boundary extension. It was agreed that the matter would be placed on the agenda of the June meeting. 

 

 

6.         COMMITTEE REPORTS

 

A).             Titanic Centenary

Cllr Doyle stated that she had visited South Hampton in April to discuss Centenary proposals.  She stated that Southampton’s City Council had launched a series of proposals to benefit from this Centenary it was proposed to include South Hampton, Cobh, Belfast, Liverpool and Cherbourg with hopes to include Halifax, Nova Scotia and New York at a later date.  She advised the members that Southampton City Council have major plans for this Centenary and that she felt that there huge potential for Cobh to benefit.  She also advised the members that she had spoken to the Deputy Mayor of Liverpool in relation to the Lusitania Centenary and that she hoped that further progress in this regard would occur shortly.  Town Clerk stated that he had been contacted by officials of Southampton City Council who wished to explore the possibility of a memorandum of understanding between all of the Titanic Cities being signed in Cobh in the next few weeks.  On the proposal by Cllr Meade seconded by Cllr Crowley it was agreed that the Mayor and the Town Clerk would contact the officials of Southampton City Council with a view with arranging the signing in Cobh

 

B).             Cobh Tourism

Cllr Whitty advised the members that the Lusitania event on 6th May had been very successful he stated he wished to record thanks to all of those who had helped including the outdoor staff of Cobh Town Council who had done a lot of preparatory work in this regard. 

 

      C).             Town Twinning

Cllr Whitty advised the members that a group from Pontarddulais recently visited Cobh and had been welcomed to the Town by The Mayor.  He stated that the group had visited the Heritage Centre, The Cathedral and The Old Church Cemetery he advised the members that Mr Jack Gilmartin had given a talk to the visitors at the Old Church Cemetery.  On the proposal of Cllr Whitty seconded by Cllr Meade it was agreed to issue a letter of Thanks to Mr Gilmartin on this regard. 

 

 

7.      DISPOSAL OF FREE HOLD

 

The Disposal of the Free Hold of 7, Saint Patrick’s Square, Cobh pursuant to section 90 of the Housing Act 1966 and section 26 of the Landlord and Tenant (Ground Rent) (No.2) Act 1978 was approved on the proposal of Cllr Keating seconded by Cllr Whitty.

 

  

    1. ANY OTHER BUSINESS

 

A).       Planting of roundabouts at the R624 and also planting of land across from them cross river ferry. - It was agreed that the Town Manager would speck to Cork County Council with a view to having this work carried out. 

 

B).       Condition of Promenade railings and Toilet Block. - Town Clerk agreed to raise these matters with the Town Foreman

 

C).       Condition of Railings between Promenade and Department of Defence Pier. -  Cllr Crowley stated that he had had discussions with officials in the Department of defence with a view to regularise in this matter.

 

D).       Location of Bin at Corner of Orilia Terrace and Bishop Street. - Town Engineer to examine.

 

E).        No Dumping Signs at Burma Steps. - Town Clerk to discuss with Town Foreman.

 

F).        Pot Hole on road close to the College Manor entrance. - Town Engineer to raise with Cork County Council.

 

G).       On the proposal of Cllr O’Connor seconded by Cllr Crowley it was agreed to invite Ann O’Donnell, the RAS Officer for Cork County to a future meeting of the Council.

 

H).       Pedestrian crossing close to Cobh Hospital. - Town Engineer to examine.

 

I).         Condition of Manhole covers at rear of 1hr Photo Shop. - Town Engineer stated that new manhole covers were on order and that this matter would be followed up.

 

J).        Resurfacing of Norwood Park Road. - Town Engineer advised the members that it was hoped to have this work carried out by the end of June.

 

L).        Date for Annual General meeting of the Council. - On the proposal of Cllr Doyle seconded by Cllr Meade it was agreed to hold the Annual General Meeting of the Council on Monday 18th of June at 6pm.
