MINUTES OF PROCEEDINGS AT SPECIAL MEETING OF THE COBH TOWN COUNCIL, HELD AT TOWN HALL, COBH, ON TUESDAY 25TH JANUARY 2005.

The meeting commenced with a recitation of the Lord’s Prayer.
1.Introduction Of Pay By Weight Refuse Collection Service
Cllr. Crowley stated that the meeting had been called to allow the members to discuss the many problems, which had been brought to the members’ attention in respect of the new refuse collection service by Cork County Council.
Cllr. Doyle stated that members were receiving constant complaints about the new service and the lack of proper recycling facilities on the Great Island. Cllr. Meade agreed, stating that there were insufficient recycling centres in Cobh to meet the demand.
The Town Clerk advised the members that a number of locations for bring sites had been previously identified and presented for consideration to the previous Council, but that following objections, a number of locations had been discounted. He stated that he had been advised by Cork County Council that the bins for the Five Foot Way Carpark site were due to be installed within the next 7 to 10 days.
On the proposal of Cllr. Crowley, seconded by Cllr. Histon, it was agreed that the Town Clerk would prepare a statement to be inserted in the local newsletter. This statement would include the following points:
§The decision to introduce the new refuse collection service had been taken by Cork County Council and not by Cobh Town Council.
§The level of charges payable to the County Council and the waiver scheme would be included.
§The location of bring sites in the town, and the range of materials that could be brought to each location would be identified.
§A Civic Amenity site is due to be opened by Cork County Council on Great Island during 2005.
§Some bring sites identified by the Council had been rejected following complaints from residents.
§Cobh Town Council and Cork County Council were willing to increase the number of bring sites if any other suitable locations could be identified.
§Members of the Council were frustrated at the slow level of progress in relation to recycling.
§The existing facilities were designed for domestic use only and the County Council have adopted Bye-Laws prohibiting the use of the sites for commercial waste.
The Town Clerk agreed to consult with the relevant officials of Cork County Council to ensure that any information in the statement was accurate prior to the release of the statement. He also agreed to circulate the statement to all members of the Town Council.
