BUDGET MEETING 2010, THURSDAY 14th JANUARY 2010
MINUTES OF PROCEEDINGS OF BUDGET MEETING 2010 OF COBH TOWN COUNCIL, HELD AT CARRIG HOUSE, COBH, ON THURSDAY 14th JANUARY 2010.

The meeting commenced with the recitation of the Lord’s Prayer in silence.

Budget 2010

The Manager in introducing the budget referred to the current economic situation and the impact that this was having on the working of local authorities. She stated that the Council’s Local Government Fund Allocation for 2010 was reduced by €118,000 on the 2009 allocation. Despite this, she was not proposing any increase in Commercial Rates. Any shortfall on previous year’s income would be met through reducing expenditure. Given the importance to the overall well being of the town of tourism, she was maintaining the level of street cleaning for 2010, and she was proposing that the reductions in expenditure would be directed towards roadworks and house repairs.

Programme Group 1 Housing
The Manager stated her intention to use Internal Capital Receipts to fund certain housing repairs.

Cllr. Mulvihill queried the estimated income for the Non-Principal Private Residence Tax. He stated that while €25,00 was being provided, he felt that the level of income which would accrue to the Council would be far higher. The Manager stated that the figure of €25,000 was based on the level of funding received in 2009; it was not possible at this stage to confirm whether or not the Council would acquire additional funding from this source. Cllr. McCarthy asked if the Manager could give a commitment to the members that any additional NPPR funding would go towards restoring the house repairs budget. The Manager agreed to this.

Programme Group 2 Road Transportation and Safety

Cllr. Mulvihill queried the additional income from pay parking and asked that if the members adopted the Budget, would they be endorsing pay parking changes. The Manager stated that while the two processes were separate, her view was that the only way to keep commercial rates at their current level was to increase pay parking income.

Programme Group 5 Environmental Protection

Cllr. O’Connor complimented the Manager for the provision of €50,000 in the Budget as a local contribution towards the Landslide Programme.

Cllr. Quinlan thanked the Manager for increasing the level of staffing for street cleaning.

Programme Group 8 Miscellaneous Services

Cllr Quinlan raised the issue of the County Charge. He stated that given the reduction in the Local Government Fund and in overall expenditure, the County Charge should be re-examined with a view to reducing the amount payable by the town. He referred to the figures which had been provided to the members immediately prior to the meeting by the Town Clerk which set out the County Council’s calculations in relation to the County Charge. He stated that it was not possible for him to support the Budget before he had had an opportunity to examine these figures. Cllrs. Mulvihill, McCarthy and Sheppard supported Cllr. Quinlan.

Cllr. Martin asked if the Manager and Town Clerk were satisfied that the figures provided by the County Council were accurate. The Town Clerk stated that the Town Clerks in County Cork had met with the County Council Finance Department with a view to determining the level of the County Charge and that the basis for calculating the Charge was in line with what had been agreed by that group. The Manager stated that the County Charge represented the cost of the services provided by Cork County Council which benefited the people of the town.

On the proposal of Cllr. Whitty, seconded by Cllr. McCarthy, it was agreed to adjourn the meeting for 1 week to allow members to assess the figures provided by Cork County Council. The Budget meeting would be held on Thursday 21st January at 5.00 p.m.
